inleidende noot: Onder no 250 had Van Bylandt op 20 juli 'een korte Engelse uiteenzetting over de status van Nieuw-Guinea' geseind, welke hij had 'opgesteld om te verschijnen in het bulletin, dat het HC hier sinds kort uitgeeft op ongeregelde tijden ten bate van de buitenlandse missies, die hier zijn aangewezen op het Indonesische "Times of Indonesia" en het Engelse Aneta en Antara nieuws.' - - - Het slot van deze uiteenzetting luidde: 'Western New Guinea, the status quo of which had not changed, remained incorporated in the Netherlands Kingdom and today is acknowledged by the UNO as a non selfgoverning territory in the sense of article 73 of the UN Charter. The Netherlands Government acquit themselves of their duties with respect to that article, one of which is to present annually to the Secretary General of the UNO a report concerning economic, social and educational progress in the territory for which they are responsible. A relatively high expenditure has been appropriated out of the Netherlands budget for the development of this sparsely populated country (less than two inhabitants per square kilometer) with a total estimated population of three quarter million people of whom 700.000 are indigenous Papuas, 12.200 Europeans (mostly Netherlands nationals) and 11.500 Indonesians.
